Russia: Federal Law No. 170-FZ 'On the Use of Atomic Energy' (1995)

Russia's Federal Law on the Use of Atomic Energy (No. 170-FZ of 1995, consolidated to April 2025) requires licences from the independent state safety regulation bodies for siting, construction, operation and decommissioning of nuclear installations. The law does not itself name the regulator. It is a framework statute, not a project permission.

Legal and geographic scope

Federal framework statute for peaceful and defence uses of atomic energy. Article 24 assigns state safety regulation to federal executive bodies acting as state safety regulation bodies, independent of other state bodies and of organisations using atomic energy; the law itself does not name the body. Article 26 provides that permits (licences) for work in the field of atomic energy are issued by the safety regulation bodies to operating organisations and contractors, state the holder, safety conditions and term, and are required for siting, construction, operation and decommissioning of nuclear installations, radiation sources and storage facilities, among other activities. It does not license any installation.

Not approved or still pending

The government decrees that designate the safety regulation body and its licensing regulations were not opened, and amendments after No. 98-FZ were not checked. The chapter on siting and construction decisions was not reviewed. No project permission is established here.
