Policy and licensing / Russia
Russia: SMR policy and licensing
Selected federal, state, territory, and national measures whose official text was opened. This is not a complete list of laws, rules or programmes for any jurisdiction. A jurisdiction without a page here is not a finding that it has no policy, and these pages do not rate or prefer any jurisdiction. Nothing here implies that a project is eligible for, or approved under, any measure.
Laws, rules and executive directives
- Russia: Federal Law No. 170-FZ 'On the Use of Atomic Energy' (1995) · In effect
Федеральный закон от 21.11.1995 № 170-ФЗ «Об использовании атомной энергии»; adopted by the State Duma 20 October 1995; consolidated text as amended through Federal Law No. 98-FZ of 21 April 2025 · Federal Assembly of the Russian Federation; signed by the President of the Russian Federation · affects: National reactor licensing
Russia's Federal Law on the Use of Atomic Energy (No. 170-FZ of 1995, consolidated to April 2025) requires licences from the independent state safety regulation bodies for siting, construction, operation and decommissioning of nuclear installations. The law does not itself name the regulator. It is a framework statute, not a project permission.
Not approved or pending: The government decrees that designate the safety regulation body and its licensing regulations were not opened, and amendments after No. 98-FZ were not checked. The chapter on siting and construction decisions was not reviewed. No project permission is established here. - Russia: Federal norms and rules NP-032-19 'Nuclear power plant site. Safety requirements' (Rostekhnadzor Order No. 287, 2019) · In effect
Приказ Ростехнадзора от 19.07.2019 № 287 «Об утверждении федеральных норм и правил в области использования атомной энергии «Площадка атомной станции. Требования безопасности» (НП-032-19)»; registered by the Ministry of Justice 2 December 2019, No. 56661; official publication No. 0001201912020071; in force 13 December 2019 · Federal Service for Environmental, Technological and Nuclear Supervision (Rostekhnadzor) · affects: Siting
Russia's federal norms NP-032-19, in force since December 2019, set safety requirements for nuclear power plant sites and forbid plants on active faults, on sites with design earthquakes above intensity VIII (MSK-64), in karst or thermokarst areas, where environmental laws forbid them, or where volcanic effects can reach. They do not apply to floating plants. They are siting rules, not a site approval.
Not approved or pending: Floating plants are excluded and the norms that apply to them were not reviewed. Whether NP-032-19 has been amended since 2019 was not verified. Siting decisions and site licences for individual projects are separate. - Russia: General Scheme for the placement of electric power facilities to 2042 (Government Order No. 4153-r, 2024) · In effect
Распоряжение Правительства Российской Федерации от 30 декабря 2024 г. № 4153-р (Генеральная схема размещения объектов электроэнергетики до 2042 года) · Government of the Russian Federation · affects: State programme administration, Siting
Russia's General Scheme for the placement of power facilities to 2042, approved by Government Order No. 4153-r of 30 December 2024, lists planned nuclear plants including small plants at Norilsk, Ust-Kuyga (Yakutia) and in Chukotka, the Baimsky floating power units and the BREST-OD-300 unit at Seversk. Several small-plant entries depend on consumer agreements. It is a planning document, not a construction decision or licence.
Not approved or pending: Inclusion in the scheme is planning, not a construction decision, licence or funding; listed years are planned. The Chukotka small plant (Shelf-M, Iultinsky district) is not linked to a project record because the scheme does not name the deposit it would serve. The state programme for the nuclear industry was not reviewed.

What this review has read for Russia
As of 18 Oct 2026. Bounded review concluded. A bounded review of three national source classes, not a complete list of laws, rules or programmes. Coverage for every reviewed country.
- Controlling reactor licensing framework: Evidence read. Federal Law No. 170-FZ was read in the consolidated text on the President's website (amendments through No. 98-FZ of 21 April 2025); the official legal portal's consolidated database and a commercial legal copy did not respond, and the decrees designating the safety regulator were not opened.
- Siting restrictions or rules: Evidence read. Rostekhnadzor's NP-032-19 site safety requirements were read in the scanned official publication with the regulator's technical-support catalogue for scope and entry into force; the siting chapter of Federal Law No. 170-FZ is counted under the licensing class and later amendments to NP-032-19 were not verified.
- Directly relevant support measures: Evidence read. Government Order No. 4153-r approving the General Scheme for power facilities to 2042 was read, including its small nuclear plant entries and consumer-agreement conditions; the state programme for the nuclear industry and federal project texts were not opened, and Rosatom's programme statements are company sources recorded as programmes.
