Russia: General Scheme for the placement of electric power facilities to 2042 (Government Order No. 4153-r, 2024)

Russia's General Scheme for the placement of power facilities to 2042, approved by Government Order No. 4153-r of 30 December 2024, lists planned nuclear plants including small plants at Norilsk, Ust-Kuyga (Yakutia) and in Chukotka, the Baimsky floating power units and the BREST-OD-300 unit at Seversk. Several small-plant entries depend on consumer agreements. It is a planning document, not a construction decision or licence.

Legal and geographic scope

Government order approving the General Scheme, a long-term planning document for the power sector developed under the 2022 rules on long-term power-sector planning documents. It directs the Ministry of Energy to submit, within six months, changes to the federal territorial planning scheme for energy, and repeals the 2017, 2021 and 2022 orders. The scheme's tables of nuclear plants planned for construction list, among others, the Norilsk small nuclear plant (RITM-400 units, Norilsk), the Yakutsk small nuclear plant (RITM-200N units, Ust-Kuyga, Ust-Yansky ulus), the Chukotka small nuclear plant (Shelf-M, Iultinsky district), the Baimsky modernised floating power units (RITM-200S, Cape Nagloynyn, Pevek) and the BREST-OD-300 pilot demonstration unit at Seversk. Footnotes state that the Chukotka, Baimsky and Norilsk projects will be confirmed only after consumer agreements fixing consumption volumes and prices, or another supply arrangement, and that a second Yakutsk unit depends on such agreements.

Not approved or still pending

Inclusion in the scheme is planning, not a construction decision, licence or funding; listed years are planned. The Chukotka small plant (Shelf-M, Iultinsky district) is not linked to a project record because the scheme does not name the deposit it would serve. The state programme for the nuclear industry was not reviewed.
