Legal and geographic scope
The official act page says the governor approved it on 28 November 2023, it was filed on 29 November 2023, and it is effective 27 February 2024. A clean energy system includes a facility that generates electricity or steam without emitting greenhouse gas, and the act names nuclear generation as an example. A separate prong covers natural gas with carbon capture and storage. The act is an electric-provider planning statute, not a construction permit.
Not approved or still pending
The act does not permit a plant and does not name Palisades. House Bill 4128 remains a separate proposed bill. The 2025 House-passed bills were not enacted by this act.
