Policy and licensing / Romania
Romania: SMR policy and licensing
Selected federal, state, territory, and national measures whose official text was opened. This is not a complete list of laws, rules or programmes for any jurisdiction. A jurisdiction without a page here is not a finding that it has no policy, and these pages do not rate or prefer any jurisdiction. Nothing here implies that a project is eligible for, or approved under, any measure.
Laws, rules and executive directives
- Romania: CNCAN nuclear safety norms on the siting of nuclear power plants (NSN-01) · In effect
Norme de securitate nucleară privind amplasarea centralelor nuclearoelectrice (NSN-01), normă din 23 noiembrie 2010, Monitorul Oficial, Partea I nr. 836 din 14 decembrie 2010 · Comisia Națională pentru Controlul Activităților Nucleare (CNCAN) · affects: Siting
Romania's NSN-01 norms set the nuclear safety requirements CNCAN applies when licensing new sites for new nuclear power plants of any technology, including exclusion-zone and low-population-zone dose criteria from a postulated severe accident, no permanent settlements in the exclusion zone, and a 10-year validity for a siting licence. They approve no site.
Not approved or pending: Approves no site and does not establish whether any project's site meets the norms. The approving CNCAN order, the entry-into-force date and any later amendment are not shown in the document read; the regulator's current list includes NSN-01 with its 2010 publication only. - Romania: Law 111/1996 on the safe conduct, regulation, licensing and control of nuclear activities · In effect
Romania's Law 111/1996 makes CNCAN the authority that licenses nuclear activities, and since Law 234/2023 lists separate licensing phases for nuclear reactors: design authorisation where applicable, siting, construction and assembly, commissioning, operation and decommissioning. An environmental agreement must precede a siting licence. It approves no reactor or project.
Not approved or pending: Establishes no licence for any project or design. Amendments after August 2023 were not verified because the national legislation portal was unreachable; CNCAN's licensing norms for nuclear installations (NSN-22) and environmental-agreement procedure were not read.

Site applications and decisions
- Doicești NuScale siting licence application — NuScale VOYGR Doicești (Romania)
Site permission sought · Under review · CNCAN
CNCAN's August 2025 national report says an application for the NuScale VOYGR-6 design and Doicești siting licences was submitted with only part of the supporting documents, and regulatory review was ongoing. The report does not date the filing or grant a licence. A June 2026 report quoting CNCAN says no approval or permit had been issued. This action tracks the site application, not design certification or construction authority.

What this review has read for Romania
As of 18 Oct 2026. Bounded review concluded with access gaps. A bounded review of three national source classes, not a complete list of laws, rules or programmes. Coverage for every reviewed country.
- Controlling reactor licensing framework: Evidence read. Law 111/1996 was read in the consolidated text of 19 August 2023 published by CNCAN; the national legislation portal refused connections, so amendments after August 2023 are not verified.
- Siting restrictions or rules: Evidence read. CNCAN's NSN-01 norms on nuclear power plant siting (Monitorul Oficial 836 of 14 December 2010) and the regulator's current list of nuclear safety norms were read; the approving order and any later amendment were not shown.
- Directly relevant support measures: Access blocked. The national legislation portal refused connections, and the Nuclearelectrica statement of May 2026 describes shareholder-approved investment conditions rather than a Romanian state support instrument, so no official Romanian support text for new reactors was opened.
