Romania: CNCAN nuclear safety norms on the siting of nuclear power plants (NSN-01)
Romania's NSN-01 norms set the nuclear safety requirements CNCAN applies when licensing new sites for new nuclear power plants of any technology, including exclusion-zone and low-population-zone dose criteria from a postulated severe accident, no permanent settlements in the exclusion zone, and a 10-year validity for a siting licence. They approve no site.

Legal and geographic scope
CNCAN nuclear safety norms issued under Law 111/1996 that set general nuclear safety requirements for siting nuclear power plants and the documentation an applicant for a siting licence must submit to CNCAN (art. 1). They apply to CNCAN's licensing of new sites for new nuclear power plants, and meeting them is a necessary condition for CNCAN to license siting of any nuclear power plant regardless of technology; CNCAN may impose additional requirements for a given site and design. Site selection must be justified by safety assessments of external natural and human-induced events and of impacts on the environment and population (arts. 6-7). An exclusion zone and a low-population zone are sized from a postulated severe accident: a person at the exclusion-zone boundary must not receive more than 100 mSv effective dose or 300 mSv thyroid dose in two hours, and a person at the outer boundary of the low-population zone not more than 10 mSv or 30 mSv during plume passage (art. 8); permanent settlements are not allowed in the exclusion zone (art. 10). Applicants are recommended to start submitting siting documentation at least 12 months before the desired site approval (art. 24), and a CNCAN siting licence is valid for 10 years (art. 25). The norms approve no site.
Not approved or still pending
Approves no site and does not establish whether any project's site meets the norms. The approving CNCAN order, the entry-into-force date and any later amendment are not shown in the document read; the regulator's current list includes NSN-01 with its 2010 publication only.
