Rwanda: RURA Regulation No 013/2024 governing licensing of nuclear installations
Rwanda's utilities regulator adopted a licensing regulation for nuclear installations in force from 9 August 2024. It requires a site licence (valid ten years and allowing site preparation), then construction, commissioning, operation and decommissioning licences, and lists the documents each application needs. It is a licensing rule, not a permission for any project.

Legal and geographic scope
Applies to nuclear installations and activities directly related to them (Article 3). Article 5 requires anyone intending to operate a nuclear installation to obtain, across its phases, a site licence, a construction licence, an authorisation for commissioning, an authorisation to introduce nuclear material, an operation licence, an authorisation to operate beyond design life, a decommissioning licence and release from regulatory control. Article 6 lists the site licence application documents (including site ownership or agreement, the site evaluation process, an initial safety analysis report and a radiological impact assessment) and says a site licence allows site preparation for construction; Article 7 makes it valid for ten years or as specified. Article 8 requires a preliminary safety analysis report for a construction licence. Annex I lists licence types and fees. Operators had six months from signature to comply (Article 26).
Not approved or still pending
Siting criteria (for example seismic or population limits) are not set in this regulation and no separate siting regulation is listed by RURA. A later draft licensing regulation posted for consultation was not assessed. No site licence for any project is recorded here.
