Legal and geographic scope

National framework statute (ten chapters, 59 articles). Article 16, as amended in 2026, names the Committee for Industrial, Radiation and Nuclear Safety under the Cabinet of Ministers as the specially authorised state safety regulation body. Article 20 has that body issue licences to operating organisations; licensed activities include construction and operation of nuclear installations and storage facilities. Article 25 provides that the decision to build a nuclear installation is taken by the President on the Cabinet of Ministers' proposal, that the site is chosen by the Cabinet of Ministers, and that the regulator organises a state review of the site safety case and issues a permit to use the site. Article 27 requires a sanitary protection zone, an observation zone and a safety zone, and bars housing, public buildings and children's institutions from the sanitary protection zone. Article 12, as amended, names the Atomic Energy Agency under the Cabinet of Ministers as the authorised state body.
