The chapter creates the Ohio Nuclear Development Authority inside the Department of Development. Its stated purposes are to be an information resource on advanced-nuclear-research reactors, isotopes and isotope technologies, and to pursue state leadership in development and construction of new-type advanced-nuclear-research reactors, in commercial isotope production and research, and in high-level-nuclear-waste reduction and storage technology. The opened powers are to adopt bylaws, adopt a strategic plan, foster partnerships, and identify education programs related to the isotope industry. Section 4164.15 directs work with industrial and academic institutions and the United States Department of Energy or branches of the United States military on commercialization of advanced-nuclear-reactor components. Section 4164.19 says the chapter does not supersede an agreement between the Department of Health and the Nuclear Regulatory Commission under section 3748.03. The chapter does not issue a reactor license or a site certificate.
