Xuwei nuclear heating and power plant Unit 3 (HTGR)
Xuwei Phase I, approved by the State Council in August 2024, pairs two Hualong One units with one high-temperature gas-cooled reactor unit for industrial steam and power. The regulator began the Unit 3 construction-licence review in June 2025 and on 29 September 2026 approved its safety design criteria as China's first for a small nuclear power reactor, a multi-module, one-turbine plant. Reported output is 600-660 MW; first concrete for Unit 3 was expected by the end of 2026. The design designation is not confirmed in primary sources, so no design profile is linked. The large Hualong One units are outside scope. The overall site plan includes a second HTGR unit without approval.
