Idaho PUC Order 37049: Kemmerer Unit 1 solicitation waiver

On 22 May 2026 the Idaho Public Utilities Commission waived its solicitation procedure for Rocky Mountain Power's power-purchase agreement for Kemmerer Unit 1, the Natrium reactor. The utility must still provide project information before any later rate filing in which it asks the commission to judge prudence. The order does not permit the reactor and does not approve rate recovery.

It also requires project information at least 90 days before a later general rate case or ECAM filing in which the company seeks a prudence determination, and status updates in future integrated resource plans. Staff discussion of ordinary power-purchase cost recovery is not the order.

Not approved or still pending

The order recites the company's description of a 345-megawatt sodium-cooled plant with molten-salt storage. That recital is not a commission capacity finding. No construction permit, operating licence, or prudence determination is granted. Idaho funding and an INL siting permit were not opened.
