Ohio certificate required before major-utility construction
Ohio requires a power-siting certificate before construction of a major utility facility. The official page dates this duty 15 November 1981. Whether a particular nuclear plant meets the fifty-megawatt definition is a separate question, and this section does not certificate one.

Legal and geographic scope
No person shall commence to construct a major utility facility in Ohio without first obtaining a certificate. Replacement of an existing facility with a like facility, as determined by the power siting board, is not construction of a major utility facility, and that replacement remains subject to other state or local requirements. The page prints an effective date of 15 November 1981 and names House Bill 694 of the 114th General Assembly.

A certificate under this section was not opened for any tracked project. The section does not name Elementl Letart or the Pike County proposal. The like-facility exception is the board's determination, not a nuclear exemption.
