Policy and licensing / Sweden
Sweden: SMR policy and licensing
Selected federal, state, territory, and national measures whose official text was opened. This is not a complete list of laws, rules or programmes for any jurisdiction. A jurisdiction without a page here is not a finding that it has no policy, and these pages do not rate or prefer any jurisdiction. Nothing here implies that a project is eligible for, or approved under, any measure.

- Sweden: Act on Government Approval of Nuclear Facilities (SFS 2026:585) · In effect
Lag (2026:585) om regeringens godkännande av kärntekniska anläggningar; issued 13 May 2026; in force 17 June 2026 · Sveriges riksdag · affects: Siting, Environmental review
Sweden's 2026 Act lets the Government approve a new nuclear facility, including its site, if the activity is justified, the site is suitable for emergency preparedness and fuel and waste can be managed, but only under a Government facility plan stating how many facilities of which types may be built where, and only with consent of the affected municipalities. In force 17 June 2026; it grants no construction or operating licence.
Not approved or pending: Approves no facility and adopts no facility plan for any project. Government decisions, facility plans and county board assignments made under the Act were not reviewed here. The amending act SFS 2026:586 and the earlier acts that changed Environmental Code chapter 17 were not opened separately. - Sweden: Act on Nuclear Activities (SFS 1984:3, lag om kärnteknisk verksamhet) · In effect
Lag (1984:3) om kärnteknisk verksamhet; issued 12 January 1984; in force 1 February 1984; reprinted SFS 1992:1536; amended up to SFS 2026:1365 · Sveriges riksdag · affects: National reactor licensing
Sweden's Act on Nuclear Activities prohibits building, possessing or operating a nuclear power or research reactor without a licence. Since 17 June 2026, licences for facilities the Government has approved under the 2026 facility-approval Act are decided by the designated authority, which the 1984 Ordinance makes the Swedish Radiation Safety Authority, and binding advance rulings on designs are available. It approves no site, design or project.
Not approved or pending: Grants no licence or advance ruling to any project or design. The amending acts SFS 2026:587 and 2026:1365 and the Swedish Radiation Safety Authority's regulations were not opened separately; the Radiation Protection Act was not reviewed. - Sweden: Act on State Support for Investment in New Nuclear Power (SFS 2025:587) · In effect
Lag (2025:587) om statligt stöd för investeringar i ny kärnkraft; issued 28 May 2025; published 3 June 2025; in force 1 August 2025; amended by SFS 2026:1079 · Sveriges riksdag · affects: Project funding
Sweden's 2025 Act lets the Government grant state loans for building new nuclear power reactors and two-way contracts for difference for their operation, mainly for reactors totalling at least 300 MW of installed electrical capacity at one site, to a dedicated project company that has already applied for its nuclear and environmental licences. In force 1 August 2025; it awards support to no one by itself.
Not approved or pending: No support decision, loan, contract for difference or agreement under the Act was reviewed, so no company's or project's receipt of support is established. An application for support is not an award. The commencement date of the Ordinance (2025:808) and the content of the amending act SFS 2026:1079 beyond s. 10 were not checked.

Site applications and decisions
- Swedish Government approval application for a nuclear facility at Untra, Tierp — Blykalla SEALER Untra / Tierp proposal
Site permission sought · Under review · Government of Sweden · submitted 25 Aug 2026
Blykalla AB applied on 25 August 2026 (recorded as received on 26 August) for the Government's approval of eight lead-cooled small modular reactors of about 440 MW in total at Untra in Tierp municipality; on 28 August 2026 the Government assigned the Uppsala county administrative board to draft a facility plan by 30 April 2027. It is an application under the Act on the Government's approval of nuclear facilities (SFS 2026:585), which the Government's status page of 2 October 2026 lists as under preparation. Approval needs municipal consent and a facility plan in force; it would replace the Environmental Code permissibility review but not licensing under the Environmental Code and the Nuclear Activities Act. No approval, licence or construction is established.

What this review has read for Sweden
As of 18 Oct 2026. Bounded review concluded. A bounded review of three national source classes, not a complete list of laws, rules or programmes. Coverage for every reviewed country.
- Controlling reactor licensing framework: Evidence read. The Riksdag consolidated texts of the Act on Nuclear Activities (1984:3, amended to SFS 2026:1365) and its Ordinance (1984:14, amended to SFS 2026:1782) were read; the amending acts and the Radiation Safety Authority's regulations were not opened separately.
- Siting restrictions or rules: Evidence read. The Act (2026:585) on Government approval of nuclear facilities and chapter 17 of the consolidated Environmental Code were read; the current texts show no reactor-number cap or existing-site restriction, and the earlier amending acts that changed chapter 17 were not opened.
- Directly relevant support measures: Evidence read. The Act (2025:587) on state support for investment in new nuclear power, as published and as consolidated after SFS 2026:1079, and its Ordinance (2025:808) were read; no Government support decision under the Act was reviewed.
