Colorado's Chapter 45, approved 31 March 2025, adds nuclear energy to the clean-energy definitions, including projects funded through a federal advanced-reactor programme. The property-tax definition does not include nuclear energy. The General Assembly bill page states an effective date of 6 August 2025, and the Secretary of State's 4 September 2026 certified statewide ballot does not include a referendum on this act. The act does not certificate a plant.
Not approved or pending: The June and July 2025 digest was compiled before 5 August 2025, so it is not the finding that no referendum petition was filed. The effective date is the date stated on the General Assembly bill page opened 5 October 2026. The Secretary of State's 4 September 2026 certification lists 14 statewide measures and does not include this act. Local ballot measures are certified by county clerks and were not opened. The act does not certificate a plant. The property-tax definition still does not include nuclear energy. No project is linked. Governor and commission pages that returned HTTP 403 on 4 October 2026 were not retried.
