Hawaii's constitution requires a two-thirds vote of each legislative house before a nuclear fission power plant is constructed or radioactive material is disposed of in the state. The official text ties that section to the 7 November 1978 election.
Not approved or pending: The section does not itself approve a plant. HRS section 269-91 returned HTTP 403 and was not retried. A 2025 Hawaii State Energy Office report was opened and recommends no constitutional or renewable-portfolio amendment and no legislation; it is not a second instrument here. No project is linked.
