RUTA-70 reference heating unit proposal at IPPE, Obninsk (2004)
Historical proposal. The IAEA's 2016 SMR booklet records that the Institute of Physics and Power Engineering (IPPE) proposed in 2004 to build the first reference RUTA-70 unit, a 70 MWt pool-type heating reactor with no electrical output, in Obninsk where the institute is located, supported by a feasibility study by NIKIET, IPPE and Atomenergoproekt; a 2003 milestone records approval of the project by the board of the 'Development of Obninsk as a science town' programme, a local development programme rather than a regulatory permission. The same booklet says RUTA was still at conceptual design; no construction or later decision is recorded.
