Shandong Haiyang integrated small reactor demonstration project (heat only)

The National Nuclear Safety Administration's site-selection review opinion No. 2414 of 10 September 2024 covers one 200 MWt integrated, natural-circulation small pressurised-water reactor without main pipes or main coolant pumps in the south-west corner of the Haiyang plant, owned by SPIC Nuclear Energy and built and operated by Shandong Nuclear Power; the siting-stage environmental assessment (accepted November 2023, proposed approval August 2024) describes industrial steam of up to 250 t/h, heat for thermal desalination and standby district heat. The regulator's siting opinion reviews it under its small reactor (小型堆) framework, the term China's regulator uses for small modular reactors, including the Linglong One (ACP100) unit that its under-construction table lists as a small reactor demonstration project, and its September 2026 interpretation of the technical opinion on small nuclear power reactors sets 300 MWt as the light-water limit that this 200 MWt plant falls within.
